Construction sites are among the most vulnerable workplaces in the UK. With valuable equipment, multiple contractors, changing site layouts, and strict legal responsibilities, maintaining security is no longer just a best practice—it is a compliance requirement.
Failing to secure a construction site can lead to theft, vandalism, health and safety breaches, project delays, insurance issues, and significant financial losses. According to industry estimates, construction theft costs the UK industry hundreds of millions of pounds every year, making effective site security a critical component of project management.
The 10-Point Construction Site Security Compliance Checklist
This 10-point construction site security compliance checklist will help contractors, site managers, and developers ensure their sites remain secure, compliant, and protected throughout every phase of a project.
- SIA ACS Approved contractor. Listed on the SIA’s online register as ACS Approved, with a current audit score and published reference number. (Ashridge: ELSELISC02.)
- SIA-licensed officers. Every officer holds a current SIA front-line licence for the relevant category: Security Guarding, Door Supervision, or Close Protection.
- BS 7858 vetting. This comprehensive screening process includes verification of a five-year employment history, confirmation of residential addresses, credit checks, and screening against Politically Exposed Persons (PEPs) databases, sanctions lists, and relevant criminal records. BS 7858 vetting helps ensure that personnel working on construction sites are trustworthy, reliable, and compliant with industry security standards.
- Method statement and risk assessment. A method statement and risk assessment, signed by the contractor and counter-signed by the principal contractor.
- Perimeter and access control. Hoarding or heras fencing to a defined height, lockable vehicle gates, and a single controlled pedestrian entry point staffed during all working hours.
- Vehicle and plant control. Deliveries logged, a plant immobilisation policy out of hours, and the plant compound secured to LPS 2080 SR2 minimum or LPS 1175 equivalent.
- Fire safety and arson prevention. Hot works permits controlled, waste removed on a schedule, and a waking watch arrangement where RRO 2005 requires it.
- CCTV and monitored alarm response. A recorded CCTV system covering the perimeter, plant compound, and material store, with a defined alarm response time.
- Supervision and incident reporting. A documented supervisor-to-officer ratio (Ashridge’s internal operating standard) and a daily occurrence log shared with the site manager.
- Insurance, training, and officer welfare. Public and employers’ liability insurance to the value required at tender, and a documented training and welfare programme for deployed officers.
